Can the government be smaller?
The problem is to find a solution we need to ask the right questions.
What's broken this is how government is suppose to work. The role and process of government has changed dramatically since World War II.
The hard questions aren't being asked - have we priced ourselves out a democracy? Can government actually be smaller and the level of democracy we crave?
